How do I change the size of the startup screen of Windows on a notebook computer?

The startup screen of Windows appears in a maximized screen. How do I enlarge or reduce the startup screen of Windows?

The size of the screen can be changed by pressing the "Fn"+"F" keys.

The change of the screen size is only possible on some models.
