How do I re-install Outlook Express Ver.5* on Windows 2000?

Outlook Express Ver.5* does not work normally and the following symptoms occur to my Windows 2000 pre-installed VAIO computer. How do I re-install it on Windows 2000?

--Symptoms--
- Outlook Express does not start and nothing happens even if I click the icon.
- When I try to send or receive mails, the "forced termination" message appears and the program terminates.
- When I try to start Outlook Express, an error message appears and the program fails to start.
- The starting position of a message deviates from its original position on the message creation window.
