Why does Windows operating system take a longer time to start?

After interrupting the automatic updates for Windows, the operating system takes a longer time to start.

Note:
Background Intelligent Transfer Service is used by programs such as Windows Automatic Updates to download files using a backup bandwidth.
This service can keep transferring files even at the time of the disconnection of the network and the restartup of the computer.
If the file transfer job was suspended and the computer is started in the state that no network connection is available, Background Intelligent Transfer Service remains in the Pending Start state for 2 minutes.
If a user log on to the system in this state, some system services do not start for the first 2 minutes sometimes. Therefore, it takes time to start the operating system and other memory-resident applications.
